Council Meeting Minutes 4-15-2024

REGULAR COUNCIL MEETING

April 15th, 2024

The City Council of the City of Fayette, Iowa, met Monday, April 15th, at 6:00 pm in the Community Room at the Fayette Community Library under the law and rules of said council, Mayor Post presiding. The meeting began with the Pledge of Allegiance.

     Roll call: Present - Council members Lowery, Luchsinger, Potratz, Absent: Larson and Scott. 

Moved Lowery seconded Luchsinger to approve the consent agenda items consisting of the Special meeting minutes of 4/01/24, regular meeting minutes of 4/01/24 and Approval of the claims list 3/30/24 – 4/12/24. Roll Call. All Ayes, motion carried.

Motion Luchsinger Second Lowery to approve the agenda. All ayes, Motion carried.

Mayor Post in his report stated that with budget season coming to an end, he wanted to thank City Administrator/Clerk Hawes for his time and efforts spent keeping on top of the budget process in his first year.

Motion Potratz Seconded Lowery to accept the resignation of Jeff Butikofer from the Tree Board. All ayes. Motion Carried.

Motion Lowery Seconded Potratz to appoint Zach Bennett to the Fayette Ambulance Service pending background check. All ayes. Motion Carried.

City Administrator/Clerk Mark Hawes stated in his report that he worked with the previous city administrator/clerk, Kris McGrane, on entering the budget into the Iowa DOM website to prepare for the FY 2025 budget public hearing and looked into the potential need for a budget amendment for FY 2024. Hawes stated the city will need to do a budget amendment and he is working on the process for that.  

Police Chief Davis informed the council that recently the Iowa House of Representatives passed a regulation bill that if passed by the Senate, would affect the use of traffic safety cameras used to give speeding citations. The bill would also regulate how the money generated from the citations shall be spent.

Library Director Annette Butikofer informed the council that at the Fayette After 5 event had a survey about services that the library provides. Director Butikofer is hoping to get more constructive feedback from the rest of the community on what additional materials citizens would like the library to supply.  Butikofer shared information about some of various recreation supplies, hand tools, and electronics that are available to check out in addition to traditional library materials.

Motion Lowery Seconded Potratz to have city administrator/clerk to gather more information on costs associated with purchasing new bunker gear for the Fayette Fire Department.  All ayes, motion carried.

Motion Luchsinger Seconded Lowery to receive minutes from Fayette Ambulance Service Meeting from 4/3/24. All ayes, motion carried.

Andrea Scott on behalf of the Fayette Chamber of Commerce and Sesquicentennial Celebration Committee addressed the council asking if there was interest from the city to assist in the celebration, not only financial support but overall assistance in setting up the July 18-21 celebration. The chamber would like to shut down the 100 block of S Main St. on Thursday and Friday and additionally the 200 block on Saturday for the celebration.

Motion Lowery Seconded Potratz to approve closing down the 100 block of S Main St. on July 18th and 19th and closing the 100 and 200 block of S Main St. on July 20th and July 21st and direct Mayor Post to discuss activities for the Sesquicentennial Celebration with the Fayette Chamber.  All ayes, motion carried.

Motion Potratz,  Seconded Luchsinger to approve closing off the 100 block of S. Main Street for the Fayette Show & Shine Car Shows on the 3rd Thursday of the month from May to September 2024. All Ayes, motion carried.

Motion Potratz, Seconded Luchsinger to approve of insurance policy for Fayette Fire Fighter Inc. UTVs. All ayes, motion carried.

Motion Potratz Seconded Lowery to approve Memorandom Of Understanding (MOU) between Fayette Fire Department and Fayette Fire Services Inc. This motion mistakenly referred to the wrong party, but it was intended for the Fayette Fire Fighter Inc. All Ayes, motion carried.

Motion Potratz Seconded Lowery to approve hiring CGLS Construction in an amount not to exceed $2,750.00 to replace front entrance sidewalk and pave sidewalk at back entrance to 9S Main. All ayes, motion carried.

Motion Luchsinger Seconded Potratz directing the City Administrator/Clerk to publish the proposed Fiscal Year 2025 budget and setting a Public Hearing for Monday, April 29th, 2024, at 6:00 PM on the adoption of Fiscal Year 2025 budget. All ayes, Motion Carried.

Motion Lowery seconded Luchsinger to go into closed session per Iowa Code 21.5(1)(j) to discuss the purchase or sale of particular real estate only where premature disclosure could be reasonably expected to increase the price the City would have to pay for that property or reduce the price the City would receive that property. Roll call, all ayes, motion carried.

Motion Lowery, Seconded Potratz to end the closed session. Roll Call. All Ayes. Motion carried.

Motion Luchsinger, Seconded Lowery to open the open session. Roll Call. All Ayes. Motion carried.

Motion Lowery, Seconded Potratz to direct City Administrator/Clerk Hawes to complete tasks from discussion from closed session. Roll Call. All ayes. Motion Carried.

Potratz moved to adjourn the meeting. There being no objections, Post declared the meeting adjourned at 6:47pm.

The next meeting will be at 6:00 PM Monday, April 29th at the Fayette Community Library.
