The City of Fayette will be reconstructing West Water Street from South Main Street to approximately the Pumper convenience store during the 2021 construction season. West Water Street will be closed during the project from approximately May through August 2021.

The concrete subcontractor is hoping to be close to complete with sidewalk work by the end of day tomorrow, subject to weather.  An extra day or two would not surprise me. The grading contractor is working on backfilling curbs and sidewalks along with general site cleanup. Heartland Asphalt will be pouring the remaining water valve boxouts on Friday, subject to weather. Traffic control signage around the project and on the highway should be removed soon.

Heartland Asphalt plans to be on site Monday for manhole and water valve box-outs.  This will likely be a 2 day process in order to keep the street open to traffic.  The concrete subcontractor should be here Monday also to continue on sidewalk ramps.

No work today due to rain.  Heartland plans on being on the project tomorrow (weather looks favorable) to finish the intersections that remain, along with the trail surfacing at the sports complex.  Depending on weather for the remainder of the week, they may be adjusting manholes and valve boxes.  The concrete subcontractor should be here later in the week to work on sidewalk ramps.

West Water Street in Fayette is now open to traffic. The intersections at Vine St. and Volga St. will remain closed until they are completed. Please use caution as the workers will be finishing up the sidewalks and other parts of the project over the next week or two.

Heartland Asphalt plans on the base course of asphalt tomorrow (Tuesday, 10/5/21) for the full project.  Wednesday will be the intermediate course and Thursday will be the surface course.  The street will likely be open to traffic by the weekend.  Remaining work such as sidewalk ramps and manhole and water valve adjustments will take place next week with the street being open to traffic.

Please have any vehicles parked on adjacent streets by tomorrow morning as there will no access for the next few days while the asphalt is being placed.

Here is an update on Water Street construction:

  • Curb and gutter replacement is ongoing – this should be getting wrapped up by the middle of next week.
  • Heartland Asphalt is planning on starting fine grading of the stone base next Wednesday.
  • Heartland Asphalt is planning on the first lift of asphalt for next Friday with the remainder of the asphalt the first of the following week.
  • Sidewalk work will be concurrent with or just after the asphalt work as the goal is to get the asphalt in place and the street opened to traffic.

9/21/2021

On 9/17/21, the city council received an update from Heartland Asphalt, Inc. on the project. Heartland Asphalt believes the curb and gutter should be completed at the end of the week (9/24/21) and the week of Sept. 27 the final grading of rock and paving should take place. Paving should be completed by 10/1/21. After the paving is completed, the road will open back up. There will still be about one more week of work to be completed after the road opens.

Just wanted to provide an update on the current construction status:

  • All utilities (water, sanitary sewer, storm sewer) are completed
  • Grading of the street (soil removal) is mostly complete
  • Crushed stone base should be mostly complete to Vine Street by the end of the day
  • Subdrain tile yet to place in the far west block next – should take around a day, then crushed stone on the final block
  • Concrete subcontractor is here and working on curb and gutter – will likely be a full week
  • Heartland Asphalt will be fine grading the crushed stone as soon as the curb and gutter is getting completed
  • Asphalt surfacing will follow

A reminder to stay away from any fresh concrete – redoing concrete from people walking or driving on it will only delay the completion.

The contractor is planning on a new water main connection to an existing main tomorrow (Tuesday, 8/24) morning at Vine Street.  Water service will be off for a short time to make the connection.  The city will provide further details on drinking water.

On 8/16/21, the city council received an update from Heartland Asphalt, Inc. on the project. Due to some delays they've encountered, they are estimating the new completion date of the project to be around September 17, 2021.

Water main construction is nearing Vine Street and is expected to be into the intersection by Thursday.  At that time, the remainder of Water Street will be closed to traffic.  If anyone needs access to their home for a delivery or other circumstance, please let me or the contractor know and arrangements will be made.

An additional contractor will be on site for the remainder of the week working on street core-out and new crushed stone placement for the two blocks from Main Street to Mechanic Street.  The concrete subcontractor will be in early next week to work on curb and gutter and sidewalk ramps in those two blocks.  This work will continue along the remainder of the street.

The contractor is wrapping up construction of the deep storm sewer at King and Mechanic Streets.  This is expected to be completed by the middle of next week.  Work will then transition to replacement of the water main over the full length of Water Street.  Water main construction will start at the east end (Main Street) and proceed to the west.  The remainder of Water Street will close for the duration of the project once water main construction reaches Vine Street – this is planned to be towards the end of the week of July 19th.

I will keep everyone updated as water main construction progresses.

For the week of June 7th the contractor plans on making the individual service connections to the new sanitary sewer main for the six homes that have been on a private shared line.  Following that work, construction of new storm sewer within the park area, or water main connections within the street may take place.  I will provide an update as the schedule is defined closer.

Work continues with sanitary sewer main construction.  Today the contractor is removing the asphalt surfacing in the portion of the project that will be having new sanitary sewer.  I expect sanitary sewer work will continue for at least another week.

The contractor, Donlon Brothers, is planning on starting with the sanitary sewer main construction tomorrow, Thursday (April 29). The first block to be closed will be from Mechanic Street to Volga Street.  I expect that will be the extent of closure before the weekend.

As a reminder, mail that can not be delivered by regular postal delivery due to street closure will be held at the post office.  In visiting with the postmaster, the options are to just hold mail and pick up during normal post office hours, or a PO box can be acquired for a small fee for access at other times.  You will need to coordinate that with the post office.

In case it has not been mentioned previously, garbage pickup during street closure will be by the contractor. They will pick up your container at your house on garbage day, empty to a centralized location, and return the container to your home.

Construction of sanitary sewer main is scheduled to start on Monday, April 26th.  The contractor, Donlon Brothers, may start to mobilize some equipment tomorrow (4/23) or over the weekend.  The section of Water Street from Mechanic Street to Volga Street will be closed starting Monday (4/26).  This will extend to Vine Street as sanitary sewer construction progresses.

Letters to all the downtown businesses were sent out about the project. They were notified about the possibility of more vehicles parking along S. Main Street and to notify any customers and delivery companies about the project.

 

4/8/2021

Letters to all the residents and property owners along W. Water Street that would be impacted from the project were mailed out reminding them about the project and how to keep updated with the progress of the project.

 

4/7/2021

There may be some crews working the rest of this week (4/8 & 4/9) on W. Water Street, but the road should remain open during this time. The tentative start date for the next phase of the project is Monday, April 26th. Expect a portion of W. Water Street to be closed around that date. It’s a good time to start educating your family and friends to find an alternate route through town.

Construction will start this Thursday (4/8/21) on the Water Street project, this should be 1 or 2 days at most.  Initial work will be exploratory excavation to locate service lines for the 6 homes currently on shared lines.  This may require the contractor to enter the basement of those homes for locating purposes.  Work will then stop until April 26th, at which time sanitary sewer main installation will start.  Please contact me with any questions.  Thank you.

Repair on a manhole on W. Water Street (near the King Street intersection) is tentatively scheduled to be repaired sometime during the week of 3/22/21 or 3/29/21. Traffic should not be affected too much, however, drivers should be extra cautious and prepared to drive around work crews.

Here is a brief update on the Water Street reconstruction project:

  • Bids were received last Friday and reviewed by City Council this Monday.
  • We received excellent bid pricing, with the low bidder being Heartland Asphalt from Mason City.  The project was awarded to Heartland Asphalt.
  • Heartland Asphalt will have subcontractors for the utility construction, grading, and curb and gutter repair portions of the project.
  • For those that will have their sanitary sewer service connected to the new main, bid pricing for the sanitary sewer service line was favorable, meaning a lower price for the homeowner.
  • Discussion with the contractor puts this project towards the first of the upcoming construction season.  Weather conditions will dictate when the actual start date will be. I will keep everyone updated as we know more on schedule.
  • The city will be contacting 3 property owners (Reicks, Nefzger, and Klimesh) regarding signing easements to construct sidewalk upgrades.

Letters to all the residents and property owners along W. Water Street that would be impacted from the project were mailed out to notify them about the project, inviting them to an informational meeting and providing contact information with questions.

West Water Street Improvement Project

Project Scope:

  • To reconstruct W. Water Street from the east edge of The Pumper convenience store to S. Main Street
  • To install a new sanitary sewer main to serve six residents on W. Water Street who are currently on private shared sanitary sewer lines (The six homes between Volga Street and Vine Street are currently on a shared private sewer line. New private service lines will be installed to abandon the shared private sewer line for these six homes. The six homes that will get new private service lines will receive a bill from Fayette City Hall because per the Fayette city code, this is the homeowner’s responsibility to cover the costs. The estimated cost for each of the six homeowners is somewhere between $1,000 and $2,000.)
  • To install a new larger water main to replace an existing smaller water main (Residents will experience a water service disruption while connecting the private lines to the new water main but the disruption should not be for a long time period)
  • To install updates to the storm sewer intake and upgrade the storm sewer main in the park to allow for future expansion (hopefully to reduce future residential area flooding)
  • To repair and replace some of the curbs.
  • To place new crushed stone base for the street, subdrain tile included
  • To add new thick asphalt on the street
  • To install sidewalk pedestrian ramps to meet the current ADA code

Additional Homeowner Information:

  • Sidewalks will be open but will be temporary closed for surfacing at times
  • The homeowners along W. Water Street will need to use the following side streets for parking because access to driveways will be unavailable: Vine Street, Volga Street, Mechanic Street and King Street
  • Homeowners will need to pick up their mail at the Fayette Post Office as there will be no access to mailboxes along the road
  • The contractors will be responsible for moving your garbage to an area where your garbage providers can pick it up
  • Deliverers for packages will have sidewalk access, otherwise they will need to use side streets
