Council Meeting Minutes 5-4-2020

REGULAR COUNCIL MEETING

May 4, 2020

     The City Council of the City of Fayette, Iowa, met Monday, May 4, 2020, at 6:00 pm via conference call/online meeting using www.freeconferencecall.com due to COVID-19, per Iowa Code 21.8, pursuant to law and rules of said council, Mayor Wenthe presiding. The public was also able to access the meeting with basic directions posted on the council agenda and on the city of Fayette’s website, www.fayetteiowa.com.

     Roll call: Present - Council members Post, Potratz, Tenney, Tucker and Wulfekuhle.

     Moved Tucker, seconded Wulfekuhle, to approve the consent agenda items consisting of the regular meeting minutes of 4/20/20, the claims list of 4/21/20 - 5/4/20 and the Class E Liquor License with the Class B Native Wine Permit, Class C Beer Permit and Sunday Sales for The Pumper. Roll call, all ayes, motion carried.

     Moved Potratz, seconded Post, to approve the agenda as presented. All ayes, motion carried.

     Upon Mayor Wenthe’s request, moved Wulfekuhle, seconded Tucker, to reappoint Roger Post to the Board of Adjustment for a 5 year term. All ayes, motion carried.

     City Administrator/Clerk McGrane advised the council he has attended a NE Iowa City Managers/Administrators online meeting, a Quick Med Claims online meeting, and an Iowa League of Cities/Congresswoman Abby Finkenauer telephone conference over the last few weeks. McGrane completed the FEMA COVID-19 phone conference and updated the council on the process and options the City of Fayette has. McGrane gave an update on the 2020 Census and how the National League of Cities is advocating Congress with concerns on college towns regarding a correct Census count.

     Police Chief Davis updated the council on the hiring process for a new police officer to replace Officer Stone Allen.

     Moved Tucker, seconded Wulfekuhle, to discuss continual preparations for the city during coronavirus/COVID-19. Wenthe and McGrane provided an update on the developments, proclamations and changes since the last council meeting. Moved Post, seconded Wulfekuhle, to continue to not turn water off for delinquent utility accounts until June and to apply the late fees for delinquent bills on May 16. All ayes, motion carried.

     Moved Wulfekuhle, seconded Post, to discuss setting a public hearing for Monday, May 18, 2020 for the Fiscal Year 2020 budget amendment. Due to the extra work and sewer lining the council previously approved, it increased our SRF loan amount which increased the cities payments. The FY 2020 budget amendment shows an increase in $40,000 of revenues for charges for services and an increase in $40,000 in expenses for business type/enterprises to cover the SRF loan payment for the sewer project. Moved Tucker, seconded Potratz, to set a public hearing for Monday, May 18, 2020 for the FY 2020 budget amendment. All ayes, motion carried.

     Moved Potratz, seconded Post, to discuss and consider a written RFP to engage a CPA firm to perform the City's required annual examination for the year ending June 30, 2020. Moved Potratz, seconded Post, to approve and accept the written RFP as presented. All ayes, motion carried.

     There being no further business, moved Potratz, unanimous, to adjourn at 6:25 pm.
