REGULAR COUNCIL MEETING
August 16, 2021
The City Council of the City of Fayette, Iowa, met Monday, August 16, 2021, at 6:00 pm via conference call/online meeting using www.freeconferencecall.com due to COVID-19, per Iowa Code 21.8, pursuant to law and rules of said council, Mayor Wenthe presiding. The public was also able to access the meeting with basic directions posted on the council agenda and on the city of Fayette’s website, www.fayetteiowa.com.
Roll call: Present - Council members Post, Potratz, Tenney, Tucker (6:01) and Wulfekuhle.
Moved Potratz, seconded Wulfekuhle, to approve the consent agenda items consisting of the regular meeting minutes of 8/2/21, the claims list of 7/31/21 - 8/13/21 and the June 2021 Financial Reports. McGrane took a few minutes explaining the June 2021 Financial Reports. Roll call, all ayes, motion carried.
Moved Post, seconded Wulfekuhle, to approve the agenda as presented. All ayes, motion carried.
Mayor Wenthe informed the council we are currently short handed with city staff in most of our departments due to illness, vacations, training, etc.
City Administrator/Clerk McGrane advised the council he was able to order 7 free laptops for the City of Fayette through the BuyIT state funding program.
Fayette Police Chief Ben Davis shared with the council that Officer Ball started the police academy today and Officer Hake starts on 8/30.
Moved Wulfekuhle, seconded Tucker, to discuss an update on the W. Water Street project. Heartland Asphalt, Inc. provided a letter to the city council earlier today requesting a time extension on the project. A few of the project delays they listed included encountering solid lime rock, receiving suitable material to replace the lime rock, additional repairs to existing utilities and relocating a gas main and phone utility pole. Heartland is planning on helping with some of the subcontracted work to help speed the completion of the project. Their best guess on a completion date is around 9/17/21 (original completion date was 8/20/21). McGrane advised Jon Biederman with Fehr Graham Engineering will be attending the next city council meeting. At that time the council may ask any additional questions and make any decisions. No formal action was taken.

City Administrator/Clerk McGrane advised the council he has finished up fiscal year 2021 finances and transfers and has been working on the next process of the Employee Health Savings Account.
Fayette Police Chief Davis informed the council that Nicole and Olivia will be attending the academy this fall. Davis has found funding through grants and donations to cover the costs of purchasing a new drone and training. He is still working on the details.

Moved Potratz, seconded Post, to adopt Resolution 2021-22 authorizing the Mayor and City Administrator to deliver to the Fayette County Commissioner of elections a request to submit the question of changing the Fayette city council member terms from a two (2) year term to a four (4) year term and shall be staggered terms and placed on the November, 2, 2021, ballot. Moved Tenney, seconded Tucker, to discuss and consider approving the Fayette Community Library to use savings and/or CDs for purchase of IT upgrades. Library Director Annette Butikofer was present to advise the council of the research and assessments that were completed. The technology upgrades, hardware, software, support and cybersecurity would cost approximately $960.36 per month for the next 12 months. After 9 months, a reevaluation will be completed. Butikofer advised she is recommending the library use funds from the library's savings and/or CD investment to cover the costs for the 12 month agreement. Moved Tucker, seconded Post, to approve the library using funds from their savings and/or CD investments to use toward IT services for the Fayette Community Library, pending approval from the Fayette Community Library Board of Trustees. All ayes, motion carried.
Moved Tenney, seconded Potratz, to discuss and approve Partial Pay Estimate Number 2 to Dave's Home Improvement for CDBG Rehabilitation project at 500 W. Clark Street in the amount of $15,838. Moved Tenney, seconded Potratz, to discuss and consider purchasing up to $9,500 in technology equipment with state funding. McGrane advised the state is offering cities and counties up to $9,500 in new laptops, tablets and accessories to better equip them to be able to work remotely. McGrane advised the department supervisors indicated they would each need at least one laptop for their departments and we may have extra funding to purchase a laptop/tablet for the elected officials to borrow for meetings. Moved Tucker, seconded Tenney, to move to purchase up to $9,500 in technology equipment through the BuyIT at OCIO using state funding. All ayes, motion carried.
Moved Tenney, seconded Post, to discuss Resolution 2021-23. Moved Potratz, seconded Post, to adopt Resolution 2021-23 affirming the successful completion of the development agreement filed on March 5, 2001. Roll call, all ayes, motion carried.

Moved Tenney, seconded Potratz, to discuss Resolution 2021-26. This updated agreement was provided by the Fayette County Sheriff's Office since the prior agreement ended on June 30, 2021. Moved Tucker, seconded Potratz, to adopt Resolution 2021-26 approving a 28E Agreement for dispatching services with the Fayette County Sheriff's Office and the City of Fayette. July 19, 2021
The City Council of the City of Fayette, Iowa, met Monday, July 19, 2021, at 6:00 pm in the Community Room at the Fayette Community Library pursuant to law and rules of said council, Mayor Wenthe presiding.

Upon Mayor Wenthe’s request, moved Tucker, seconded Wulfekuhle, to appoint Brenda Hildebrand to the Fayette Tree Board to finish the term ending 12/31/2023. All ayes, motion carried.
City Administrator/Clerk McGrane advised the council Roy & Jean Karlson will donate $500 for the five metal military emblems that will be placed around the Fayette County Freedom Rock. McGrane has been working with the USDA Rural Development to close out the Revolving Loan Fund (RLF) grant. The city will be paying back the $28,221.05 that we used to start the RLF. On 7/8 McGrane attended the Iowa League of Cities online meeting on how to apply for the American Rescue Plan Act (ARPA) finances. McGrane completed all the documents and online application. McGrane attended part 1 of the online Fayette County Focus Group Economic Resiliency meeting on 7/7 to discuss the economic impacts from the COVID-19 pandemic.
Fayette Police Chief Ben Davis informed the council a Governor Traffic Safety Bureau traffic STEP wave will be happening in August. Davis is researching drones for the department as well as grants help fund the purchase of a drone. There have been two river rescues this summer, including one last weekend.
Moved Wulfekuhle, seconded Tucker, to discuss and consider appointing a Parks Board, combining the Parks Board with the Recreation Board, or removing the Parks Board from the City Code. Susan Scott with the Fayette Recreation Board was present to have the city council clarify duties/expectations if the boards combined. Scott also inquired if more members would be appointed and how the budget would work. Assistant Public Works Director Adam Hildebrand recommended having a Public Works employee be a member of the Parks and Recreation Board if that was the direction the council takes. Wenthe recommended the Recreation Board look over the Parks City Code and draft some responsibilities and duties they feel would work for them. No formal action was taken.
Moved Post, seconded Wulfekuhle, to discuss and consider awarding a CPA firm to perform the city's required annual examination for the year ending June 30, 2021, and June 30, 2022. McGrane provided the council with the two bids received: Hogan & Hansen, PC (Waterloo) $5,250 for both years and Rachelle K. Thompson, CPA, PLLC (Hampton) $3,700 for FY2021 and $3,800 for FY2022. Moved Tucker, seconded Post, to award Rachelle K. Thompson, CPA, PLLC to perform the City's annual examination for the years ending June 30, 2021, and June 30, 2022. All ayes, motion carried.

Moved Wulfekuhle, seconded Tucker, to discuss and consider allowing Jeff Scott to pay for the repaving of the city alley between E. Madison Street and E. Jay Street. McGrane advised Scott had received a quote for approximately $9,000 from Heartland Asphalt and would be willing to reimburse the city for the costs of repaving the alley. Moved Wulfekuhle, seconded Post, to discuss and consider developing an ordinance to provide guidance on a course of action when a tree planted by the city is found to be damaging a sewer line. Pat Whelan was present with concerns about a tree that is adjacent to his property in the city right of way that has roots growing into his private sewer line and he would like the tree removed. Whelan advised he has used chemicals that were recommended by the Public Works Director and that seems to be helping at this time but he is worried future damage. Assistant Public Works Director Adam Hildebrand advised that tree roots usually do not cause damage to sewer lines. The tree roots grow where holes or cracks are in a sewer line. It could be costly if the city removed all the trees throughout the city that grow into damaged sewer lines or cause sidewalk damage. Moved Post, seconded Wulfekuhle, to identify the type of tree Pat Whelan is concerned about and get more information about the tree to better determine if the tree should be removed. Mayor Wenthe informed the council of the activities that will be held during the Concert and Cones event this Saturday at Cardinal Park from 5-9PM.

City Administrator/Clerk McGrane advised the council 3 blocks of S. Main Street received new asphalt on 6/30/2021. McGrane met with Lyle Miller to discuss the city's insurance renewal. There were some significant increases mostly due to inflation of property values, an approximate 13% rate increase and discounts no longer being provided. Miller advised he was informed all insurance renewal premiums are going up. McGrane updated the council on the American Rescue Plan Act and that we will soon be able to request our allocation of funds. McGrane advised city hall has continued to be busy with utility move-outs and closing out Fiscal Year 2021.
Moved Tenney, seconded Tucker, to discuss the process of changing the city council member terms from 2 years to 4 years. McGrane provided part of Iowa Code Chapter 376 and 362 regarding city election terms and petition of eligible electors. McGrane advised a petition must be started by a citizen requesting this change and must have a minimum of 27 signatures from eligible voters. Once we receive the petition, the city council may accept the petition and pass a Resolution asking the county auditor to place it on the ballot for the next election. No formal action was taken.
Moved Tenney, seconded Post, to discuss Resolution 2021-18. Moved Post, seconded Tucker, to adopt Resolution 2021-18 authorizing the approval of changes to the vehicle policy in the Fayette Police Operating Guidelines and Procedure Manual. Roll call, all ayes, motion carried.
Moved Tenney, seconded Wulfekuhle, to discuss Resolution 2021-19. Moved Tucker, seconded Post, to adopt Resolution 2021-19 authorizing the Mayor and City Administrator to deliver to the Fayette County Commissioner of Elections a request to submit the question of an extension of the local option sales and service tax to the qualified electors of the City of Fayette, Iowa, on November 2, 2021. Roll call, all ayes, motion carried.
Moved Tenney, seconded Wulfekuhle, to discuss Resolution 2021-20. McGrane included information that the City of Adel had when they recently passed the hotel and motel tax. Wulfekuhle shared the reasons she was not in favor of the tax including that Fayette doesn't have enough tourism to bring many people to our area to stay at our hotel. Tenney thought that all cities had this tax until she was elected on city council and doesn't feel like it would turn much business away from our hotel. Potratz advised if people go anywhere else in Fayette County to stay at a hotel or motel they will have to pay for the tax which benefits their communities. Moved Potratz, seconded Tenney, to adopt Resolution 2021-20 authorizing the Mayor and City Administrator to deliver to the Fayette County Commissioner of Elections a request to submit the question of a hotel and motel tax to the qualified electors of the City of Fayette, Iowa, on November 2, 2021 at the 7% tax rate. Moved Tenney, seconded Post, to discuss and approve the contract change order number 2 for the Water Street improvements project 20-897. Jon Biederman from Fehr Graham was present to provide an update and explanation. He advised this change order is the remainder of the added costs due to the extra rock they ran into when digging for the new sanitary sewer line. The pay estimate is for the month of June. The sanitary sewer amount includes the private lines that will be paid back to the city by the citizens when the city bills them. The cost of the private lines came in below the estimates. They are currently working on the storm sewer and are hoping to finish it this week. Next week they will hopefully be working on the new water line which is the full length of the street. Moved Post, seconded Tenney, to approve the contract change order number 2 for the Water Street improvements project 20-897 in the amount of $2,640. All ayes, motion carried.

Moved Tenney, seconded Tucker, to discuss and consider accepting a written RFP to engage a CPA firm to perform the City's required annual examination for the year ending June 30, 2021, June 30, 2022, or June 30, 2023. McGrane provided a procedures engagement RFP for the council to look over and gave them the choice if they wanted to lock in a CPA firm for one, two or three years. Moved Tucker, seconded Post, to approve and accept the written RFP as presented for the year ending June 30, 2021 and 2022 (2 years). All ayes, motion carried.
Moved Tenney, seconded Post, to discuss and consider purchasing a concrete pad for the Freedom Rock kiosk and military branch emblems for around the Freedom Rock. Mallory Hanson, the Fayette County Economic Development and Tourism Director, provided a letter with cost estimates for a 5'x5' concrete pad from Croell, Inc. in the amount of $126 and 5 stainless steel military branch emblems from Echo Valley MetalWorks in the amount of $500. Moved Post, seconded Wulfekuhle, to approve purchasing a concrete pad and military branch emblems for around the Freedom Rock out of the park fund. All ayes, motion carried.

June 21, 2021

Upon Mayor Wenthe’s request and the recommendation of the Fayette Ambulance Service, moved Tucker, seconded Wulfekuhle, to appoint Traegen Kramer to the Fayette Ambulance Service. All ayes, motion carried.
City Administrator/Clerk McGrane showed the light box for professional photography that was donated to the city by the Iowa State Extension Office and Small Business Association. McGrane has communicated with the library to house the light box for anyone to check it out. McGrane also showed the Freedom Rock Interpretive Sign that was completed. We will plan on installing it later this summer when the W. Water Street project is about finished. Kelly & Miller Insurance is our new local agent for IMWCA Worker's Compensation. We currently did not have a local agent and IMWCA recommended we find one. McGrane virtually attended the Clerks Association meeting on 6/17 where he discovered the current W. Water Street improvements project would probably not qualify for the American Rescue Plan funds because of Davis-Bacon wages. McGrane attended a virtual meeting with the Fayette Library staff and Access Systems on 6/17 to assist them with their information technology. Fayette city hall and the library will be closed on Monday, 7/5 for the holiday. The next council meeting will be Tuesday, 7/6.
Police Chief Davis advised he is still moving forward with abatement issues with the Glen Smith property. Another Governor's Traffic Safety Bureau STEP grant project will be conducted over 4th of July. Davis has received 3 new radars that were paid for by the STEP grant and should be installed next fiscal year.

Moved Tenney, seconded Potratz, to discuss and approve the contract change order number 1 for the Water Street improvements project 20-897. Jon Biederman from Fehr Graham was present to provide an update and explanation. He advised the sanitary sewer is all in, operational and services are hooked up. They are currently working on the storm sewer. One connection to the water main is completed at the intersection of S. Main Street. This change order is because they ran into a lot of rock when digging for the new sanitary sewer line and did not want the rock back in the trench because it's hard to compact. The rock was removed and replaced with another material. There will most likely be a little more cost because of the rock for the new water main. The subdrain tile that is part of this project will not be needed for the full length of the road because of all the rock. This will help offset some of the costs. The city contracted with Chosen Valley for trench compacting testing and everything is passing. The pay estimate number 2 is for work done in May which is mostly the sanitary sewer work. The project is a little behind schedule but hopefully will pick up. Moved Tenney, seconded Wulfekuhle, to discuss and consider adopting policies for shelters in the city parks. Concerns were discussed about campers parking close to the shelters at Klock's Island, especially with the middle shelter near the playground where visitors do not have an area to sit while children play at the playground. Public Works Director Jerry Hildebrand was present to discuss the issue. It was decided to make sure there is a picnic table in the playground area for visitors. It was also discussed about fixing the City Code Parks Board chapter by either eliminating it, combining it with the Recreation Board or appointing people to the Parks Board. McGrane will reach out to the Recreation Board and gather more information for a future meeting. No formal action was taken.
Moved Tenney, seconded Wulfekuhle, to discuss and consider approving police officers taking home police vehicles. Chief Davis informed the council that Officer Barker lives 6 miles and Officer Ball lives 1 mile outside of Fayette. Davis was requesting permission for officers who are on call to take home a police vehicle. This way they have a safe and quicker response time to respond to call outs. The council requested Davis to work on a policy and present it at the next council meeting. Moved Tenney, seconded Wulfekuhle, to discuss and consider keeping grant money for the Revolving Loan Fund. McGrane explained that the Rural Business Development Grant (RBDG) funds awarded to the city of Fayette for a Revolving Loan Fund (RLF) program expired on 6/12/21. A letter was sent requesting another extension; however, it was denied. The city may either continue the program and use the $27,930 of grant funds received for the RLF, return the grant funds and continue the RLF program with the cities funds or discontinue the RLF program all together. It was recommended to return the grant funds and continue the RLF program with the cities funds because there would be less paperwork involved and the city could adjust the rules to the program as needed. Moved Tucker, seconded Wulfekuhle, to return the grant funds for the RLF and to continue the RLF program utilizing the city's own funds. All ayes, motion carried.

City Administrator/Clerk McGrane was not at the meeting but provided a written report that included information about the Iowa Legislation passing a bill to phase out the backfill. Fayette will be an 8-year phase out. Legislation also implemented a tax credit for persons over 70 and who earn less than 250% of the federal poverty level which will result in fewer tax dollars for cities. McGrane advised he met with a representative with Rural Development/US Department of Agriculture (RD/USDA) and Upper Explorerland to discuss the Revolving Loan Fund Grant (RLF) that will expire on 6/12/21. It was recommended by the RD/USDA that McGrane submit a written request to ask for another one-year extension of the grant, so he did. Brian Stepp will take the Stepp Watermelon sculpture that was donated to the city from the previous Fayette Tourism board with a $10 donation.
Police Chief Davis informed the council that the Fayette police department will be conducting a special enforcement June 9-12, 2021. Fayette will be joining Iowa's statewide Traffic Fatality Reduction Task Force in an effort to reduce deaths on Iowa roadways. Davis updated the council on a nuisance abatement issue. City of Fayette was awarded the Governor Traffic Safety Bureau grant of $8,000.00 for traffic related equipment.

Mayor Wenthe advised we had the first supervisor meeting on 5/10/21. McGrane and Wenthe met with Eagle Point Solar to continue to gather information to present to the city council about installing solar panels. The Discrimination, Harassment and Retaliation training was held on 5/12/21. A recording was made of the training to show other employees and volunteers who were unable to attend.
Upon Mayor Wenthe’s request, moved Tenney, seconded Potratz, to reappoint John Winke to the Fayette Community Library Board to finish out the term of James Tenney. All ayes, motion carried.

City Administrator/Clerk McGrane included nomination paperwork for the up-coming election. McGrane placed the forms and information about the election on the city's website. McGrane advised the contractors ran into a lot of rock when digging for the new sanitary sewer line on W. Water Street. There will be additional costs as they will need to purchase more fill. McGrane assisted the Community Garden with purchasing a new recycled plastic community bulletin board for the Community Garden. Alexis, the city's marketing intern, completed his internship. He was able to design a handful of graphics/pictures for social media, designed a flyer to market 9 S. Main Street office space, designed a flyer for city incentives for new businesses and as well as other things. McGrane will soon start the process of converting to our new online payment company. City hall and the library will be closed on Monday, May 31 for Memorial Day.
Police Chief Davis informed the council that Officer Josh Barker graduates from the Iowa Law Enforcement Academy on Friday, May 21. The new body cameras are operational now and Davis donated the old body cameras to another police department. The department started the summer ordinance sweeps around town and have placed door hangers for residents not home.
Moved Tenney, seconded Tucker, to discuss and consider moving the watermelon sculpture or selling the sculpture to Brian Stepp for $100. McGrane had advised last year Brain Stepp inquired about purchasing the sculpture from the city however the council decided to keep it and move it to the Fayette Community Garden. After evaluating the sculpture more closely, it is made of fiber glass and has aged quite a bit. McGrane advised there is concern that if it's moved it could easily be broken if anyone would sit on it or messes with it too much. Moved Potratz, seconded Wulfekuhle, to donate the Stepp watermelon sculpture to Brian Stepp for $10. All ayes, motion carried.

Moved Tenney, seconded Wulfekuhle, to discuss and consider requesting that the imposition of a local sales and service tax be put on the November 2, 2021 ballot. McGrane had done a little research to provide some options of what the local option sales tax (L.O.S.T.) could be used for and recommended the council choose 100% to be used for any lawful purpose, for community betterment or for property tax relief. This would give the future councils more flexibility on how to spend the money as future projects and expenses arise. The council also recommended McGrane draft a Resolution for placing the hotel/motel tax and staggered city council terms on the November 2, 2021 ballot for the citizens to vote on. McGrane will research and draft the ordinances and present them at a future council meeting.
Moved Post, seconded Tenney, to discuss and consider can donations. McGrane provided a list of options and schedule on where the Fayette can donations could go, including April-Main Street Matters, May-Community Garden, June-Watermelon Days, July-Fire Department, August-Ambulance and September-Police. Council members also suggested a month for holiday decorations, the food shelf, the library and recreation. McGrane will reach out to Jim Opperman with the suggestions.

Upon Mayor Wenthe’s request, moved Tenney, seconded Tucker, to reappoint Sue Runyon to the Fayette Board of Adjustment for a five year term and Mark Danker to the Fayette Planning and Zoning Commission for a five year term. All ayes, motion carried.
Mayor Wenthe advised the discrimination, harassment and retaliation training is scheduled for all employees and volunteers to attend in May. The training will be recorded for those unable to attend so they may watch it at a later date. Wenthe will start meeting monthly with the city supervisors to help open communication channels between departments. The first supervisor meeting is scheduled for May 10.
City Administrator/Clerk McGrane informed the council about the American Rescue Plan that President Biden signed to help cities and their communities recover from the fiscal impacts of the COVID-19 pandemic. Fayette is estimated to receive $200,000 and McGrane explained the council will need to start discussing on how to spend it because it can only be used for specific things. The W. Water Street improvements project has officially started, and part of the road closed on 4/29. McGrane attended the Iowa Municipal Finance Office Association conference on 4/22 and 4/23. Fayette spring clean-up is scheduled for 5/12.
Police Chief Davis advised the motorcycle that was seized about two years ago is now officially the cities due to a forfeiture and the department will soon sell it. The dept. should know soon if we are granted the Governor Traffic Safety Bureaus grant. There is one more week of warnings for the speed cameras before citations will be issued.
Moved Tenney, seconded Post, to discuss and receive a donation from Jim Opperman from the can drive. Opperman was present and advised he made a verbal agreement with Nancy Wulfekuhle to have a can redemption drop off site on her property along the alley at 201 S. Main Street. Opperman and some of his helpers would manage the site to make sure it doesn't get out of hand and keep it clean. Most of the money would be donated to the city and other community organizations, such as for the Police, Fire, EMS, Watermelon Days, Community Garden and Main Street Flowers. He presented the first check to the city for $205.13 to be used for the Main Street Flowers. The council discussed drafting a monthly schedule designated to certain organizations for receiving the donations. Moved Tenney, seconded Tucker, to accept the contribution and to continue to use the proceeds to benefit Fayette organizations and fundraisers. All ayes, motion carried.
Moved Tenney, seconded Post, to discuss and consider donating $500 to the Community Garden and allow a community board to be installed. Andrea Scott was present and explained the garden would like to place a community board at the garden to help communicate with volunteers and anyone interested in the produce. Scott found some boards that costs around $650. The council discussed moving one of the boards from the recreational trails over but it was unsure what kind of shape they are in. Moved Post, seconded Tenney, to approve donating up to $500 out of the Bolger Fund to the Community Garden for the purchase of a community board and to look into moving a community board from the trail to the Garden at 4 S. Main Street, if that works better and to consult with Andrea Scott to make the final decision. All ayes, motion carried.

Moved Tenney, seconded Tucker, to discuss and consider hiring Austin Hall as a part-time/reserve police officer at an hourly wage of $15. Davis explained that Hall would take the Reserve modules and would work for the city part-time. The modules cost just under $1,000 and the total cost would be about $300 for uniforms. Hall would work this summer and help with coverage next fall when Officers Ball and Hake are away at the police academy. Moved Post, seconded Potratz, to approve hiring Austin Hall as a part-time, reserve police officer at an hourly wage of $15. All ayes, motion carried.

Davis explained that he has some body cameras that need repairs, and they are four years old and outdated. It is an upgrade from the older ones. Mayor Wenthe advised Patty Reisinger, a representative from the Bird Friendly Iowa Steering Committee, was at the meeting to present the award, signs and flag to the City of Fayette for becoming a Bird Friendly Iowa community. Fayette is the sixth city in Iowa to receive this award. Jake Dale, an Upper Iowa University (UIU) student, and Paul Skrade, an UIU professor, worked on this as a project for Dale's Master's program. Fayette officially became a Bird Friendly Iowa community in 2020, but due to COVID-19 restrictions, this presentation was postponed. Wenthe thanked Dale, Skrade and Reisinger for all their help to make Fayette a Bird Friendly Iowa community.
City Administrator/Clerk McGrane informed the council that the Public Works Dept. (PW) took down the old "Fayette Tourism Sign" at the 606 W. Water Street property. McGrane is still busy working on the multiple projects and accounting software changes due the new employee health insurance plan and the bank change. McGrane attended the Recreation Board meeting on 4/5 to answer questions. PW Director Jerry Hildebrand and McGrane attended the Water St. Project Preconstruction/Contractor meeting on 4/6. Police Chief Ben Davis and McGrane met with the events coordinators at Maple Crest Campus on 4/7 about their upcoming events. Amy Tucker and McGrane assisted the UIU volunteers with cleaning Cardinal Park sports complex on 4/14. Deputy Clerk Nancy Creery and McGrane attended a short online training for JUS, the city's utility billing software, on 4/16. McGrane advised it is starting to get busy with building permits, fences and zoning questions. McGrane updated the cities website to make it more user-friendly for people to get the permit applications and information from the city code. McGrane has been working with the Marketing Intern and will soon have a nice flyer to help promote Fayette's business incentives.
Police Chief Davis provided an updated on the new speed cameras. Davis explained the city is still in a time period where only warnings are being issued. Anyone with questions may contact Davis. Davis received compliments about the traffic starting to slow down on HWY 150. Fayette PD assisted with State Trooper Jim Smith's funeral.

Wenthe also advised on Thursday Scott Pharmacy, Fayette County Public Health and Upper Iowa University (UIU) will be hosting a COVID-19 vaccination clinic from 9AM to 6:30PM and administering the Johnson and Johnson vaccine. City Administrator/Clerk McGrane advised he has been very busy working on multiple projects and business items, including the Water Street Improvements Project, the CDBG Housing Rehab Grant, Homes for Iowa application, the remodeling of 9 S. Main Street, continuing to work on the employee health insurance plan change, to name a few. The flooring at 9 S. Main Street was completed on 4/2. The Homes for Iowa application was completed and submitted on 3/31/21. The FY22 Budget was completed, submitted and approved by the Fayette County Auditor. The Deputy Clerk and McGrane have been working with Northeast Security Bank getting all the city accounts, payroll and online banking setup since they switched from First State Bank. McGrane had the annual Access System IT/Security meeting and overall the city is very protected. McGrane attended a training on 3/30.
Police Chief Davis informed the council that Officer Ball will be returning to work this week. The Cedar Rapids Gazette will be working with Davis on a story about the firearm cameras the Fayette Police Department recently received. A nuisance abatement issue was brought up for the police to follow up on. Davis advised the new traffic enforcement signs were delivered to the local Department of Transportation (DOT). Once the DOT installs the signs, the cameras will be ready to be up and running.

Moved Tenney, seconded Tucker, to discuss closing the 100 block of E. State Street during the dates and times of the Fayette Show & Shine Car Shows. Steve Landry, a Fayette Recreation (Rec) Board member, was present and advised the Rec Board would like to provide entertainment for adults and children during the Car Shows. The Rec Board is looking at hiring some musicians to play music during this time, also. For the safety of adults and children, they would like to close off the 100-blk of E. State St. for easy pedestrian crossing. Landry advised they will not utilize any space in front of the garage doors of the Fire Station in case the fire trucks need to get out. Moved Wulfekuhle, seconded Tenney, to approve closing the 100-blk of E. State St. from 5:30PM to 9PM on the 3rd Thursday of the month starting in May until Sept. of 2021 during the Fayette Show and Shine Car Shows. All ayes, motion carried.

Public Works Director Jerry Hildebrand was present and advised the two garbage receptacles at Cardinal Park need replaced. Hildebrand advised these are nonbudgeted items.
